Evette‘s career with the U.S. Department of Labor’s Job Corps where she served as a career transition and outreach specialist has allowed both and internal and external understanding of how to develop workforce alongside of actual work. Libby DeLucia-Harting founded Empowering Work Advising (EWA) in 2021 to meet the growing federal, state and local mandates for clean energy workforce development. Libby has thirteen years of experience in clean energy and workforce development. Her network and trusted status in both sectors enable her to quickly build effective partnerships to meet emerging needs. Current clients include BlocPower, which is implementing a $37M cleantech workforce development program in NYC, and UMass Amherst, which is launching a scholarship program for its Offshore Wind Professional Certificate.
EWA integrates private sector talent needs with state-of-the-art trainings and the untapped potential of underserved communities. EWA advises on program design and implementation strategies, helping clients take a holistic view of their objectives, identify the optimal steps to accomplish them, and establish their workforce development programs. Libby incorporates her extensive experience in clean energy, first-hand knowledge of workforce program management, and rigorous business education to create impactful outcomes for clients. EWA’s mission is to transform lives and communities through clean energy careers.
In clean energy, Libby worked at National Grid, the Clinton Foundation, a boutique investment advisory firm and an independent power producer. She has been responsible for business development, contract negotiations, and financial and policy analysis. In workforce development, she managed a skilled-trade workforce program in Brooklyn and serves on the Advisory Board for Per Scholas.
She earned her MBA from MIT Sloan and her BA in Environmental Studies from Brown University. She excels at building relationships, establishing partnerships, strategic thinking, and financial and policy analysis.
